【摘要】:ThisguideisdesignedtohelpidentifyandintegrateaffectedstakeholderinterestsandtoincluderelevantscientificandtechnicalinformationwhendevelopingoccupationalsafetyandhealthstandardsthatincludeorareproposedtoincludeanOEG.ThisguideshallbeusedwhenupdatinganoccupationalsafetyandhealthstandardcontaininganOEG.WhileuseoftheCBSDprocessisrequiredforoccupationalsafetyandhealthstandardsthatincludeanOEG,itmayalsobeusedtoimprovestakeholderinvolvementandtechnicalinputforotheroccupationalsafetyandhealthstandards.TheCBSDprocessisintended:(1)toobtainrepresentationonthecommitteeorsubcommitteefromsectorsthataresubstantiallyimpactedbyaspecificstandardproject;and(2)toobtainadequateinputwhentheprojectrequiresreviewandanalysisofinformationthatishighlytechnical,veryspecializedornotwidelyavailable.1.1Thisguidepresentsaframeworkforastakeholder-focusedconsensus-baseddecision-makingprocessforoccupationalsafetyandhealthstandarddevelopmentactivitiesthatincludeadoptionordevelopmentofoccupationalexposureguidelines(OEGs)asapartofOccupationalHealthandSafetystandards.1.2Thisguideappliestosafetyandhealthstandarddevelopmentactivitiesinwhichanoccupationalexposureguidelinewillbeincludedasoneelementofacomprehensivestandardthataddressessafetyandhealthmanagementstrategiessuchascommunication,monitoringandcontrols.ItisnotmeanttobeusedtodevelopanOEGapartfromthecontextofsuchmanagementstrategies.Incaseswhereotheroccupationalexposurelimit(OEL)establishingbodieshavedevelopedOELs,thosemaybereviewed,assimilated,oradaptedratherthanrecreatedabinitio.1.3Thisguidedoesnotreplaceexistingconsensus-based,decision-making,orcommitteeparticipationprocessesthatareusedtodevelopsafetyandhealthstandards.Itisintendedtobeusedinconjunctionwithsuchprocessestoimprovescientificandtechnicalinputandstakeholderinvolvementinoccupationalsafetyandhealthdecision-makingforsuchstandards.1.4Limitations8212;Thisguidedoesnotprescribespecificmethodsforgeneratingorevaluatingscientificandtechnicaldatarelatedtoassessingaparticularoccupationalsafetyandhealthissue.Occupationalsafetyandhealthstandardsapplytoawidevarietyofsubstancesandoccupationalexposurecircumstances.ItisnotpossibletoanticipateallsituationswhereanOEGmaybeusefulforastandard.Thisguidewillbehelpfulinpromotingappropriatebalanceandinput,buttheconsensusprocessmustdealwithrealworldcomplexitiesthatindividualstandardsmayinvolve.
